Defund VicPD
is a movement calling for defunding the Victoria Police Department (VicPD) and reallocating resources to community supports and services.

In 2026, VicPD accounts for 24% of the city’s operating spending.

Police operating spending increased by $11.6 million in 2026, reaching a total of $95 million. By comparison, libraries, parks, arts and culture, and funding for housing received a combined increase of $1.6 million.

• VicPD gets $18 million more for its operations budget than the city spends on all of these services combined:
  • Parks, recreation and facilities ($32.9M)
  • Victoria Fire Department ($24.5M)
  • Libraries ($6.9M)
  • Non-profit grants ($4.4M and falling)
  • Projects to meet housing targets ($4.5M)
  • Arts, culture and events ($3.2M and falling)
  • Affordable housing grants ($0.4M)

• The average VicPD officer made $156,293 in 2024.
  • VicPD had 260 officers in 2025. The city approved VicPD’s 2026 budget to hire 24 more officers, bringing that number up to 284.
  • The average monthly rent for a 1-bedroom apartment in Victoria in April 2026 was $1,968. Every officer VicPD hires is about seven people who could have been housed for a year. Victoria could have housed 159 people for the cost of hiring 24 new officers.
